Ruben Amaya, a Democratic candidate for the new District 2 on the Baltimore County Council, noted that current county zoning regulations allow data centers to be built only south of Liberty Road and east of Pulaski Highway — a fact that he said gives him “great pause,” given who lives there.

That part of Woodlawn is classified as an underserved community with lower incomes and a more concentrated minority population. It’s also an overburdened community with higher exposure to pollutants and traffic, according to a Maryland Department of the Environment environmental justice score report.

“We have an affordability crisis here in Baltimore County — folks in the Woodlawn community can barely afford rent, can barely afford groceries,” he said.
